Materials, Measures, and What Matters: How District Leaders Are Building Coherent Systems for HQIM Implementation
To effectively lead HQIM uptake and implementation, district leaders must simultaneously leverage and align existing instructional support resources while also maintaining insight into a wide array of classrooms through responsive data and information systems. Developing these two kinds of systems is no small feat, yet when successful they allow leaders to balance change management with instructional improvement (Shand et al., 2026) by communicating with teachers about expectations, aligning messaging, and keeping a pulse on classroom instruction. This report draws on the perspectives of district leaders across the country engaged in supporting HQIM implementation, highlighting the ways that district leaders are building HQIM infrastructure.
